Welcome and Introduction
Welcome to Sharon Lentz and Laurie Tollman
I. Approval of Agenda (Any additions/ changes by Committee
Members)
Move Sharon’s presentation to top of the agenda, otherwise
approved.
II. How to read WHN Financial Information – Sharon
Lentz
- System of funding. State funds (IPRS), Medicaid (currently for therapeutic
foster care & targeted case management). Local funds (Maintenance
of effort, Interest income, miscellaneous funds)
- WHN income statement handed out. Same report sent to the finance
committee to WHN board, to the board, & CFAC receives a copy
when board packet is distributed. Comparative numbers from 01/07
and 01/06. Changes in receivables due to direct billing, funding
no longer funnels through LME.
- Liabilities and Fund Balance. Deferred Revenue – IPRS; Unspent
funds “deferred” so they are available at the end of the
fiscal year (July – June). Funds can be moved around to maximize
use.
- CFAC supposed to review and comment on spending of funds.
- Budget is adopted by age/ disability.
- Some providers are not yet billing for services for fiscal year 2007.
State imposed deadlines (June 1) will cause claims to be denied if providers
do not bill for this fiscal year before deadline.
- NPI (National Provider Identification) numbers. Providers have to obtain
this number in order to bill. Difficulties of MH billing. WHN Claims
Appeals Coordinator: Servetta McDowell (billingquestions@westernhighlands.org),
works solely on denials. Email/ call Sharon with any questions.
III. Review of Minutes of March Meeting
- Approved.
- Melissa will begin emailing draft to CFAC members.
IV. WHN System of Care (SOC) Coordinator – Rose
Stouder
- Consumer page on WHN website. Includes stakeholder info. Various
programs that are available in the community, listed by county.
- CFAC Support for Parent Partners in Trainings
Encourages parental involvement in the community. Parent partners
are family members who have been trained and now train other families
and providers. Required for providers every two years. Offering
an abridged version of Parent Partners in Trainings for CFAC. Asking for CFAC
support for travel reimbursement of these trainings (for volunteer trainers).
WRAP facilitator trainings. Peer to peer trainings.
Employment opportunities for people in recovery available at Cooper
Reese. Interested applicants should contact Rose.
- Swain Recovery Center
Serve 28 counties. Could use CFAC support for trainings. $500
per person, for one week at UNC Wilmington in July. Rose has
curriculum from winter session. Will discuss at CFAC Executive Committee Meeting.
V. LOC Report – Larry Thompson
- LOC in suspension. Several smaller committees have formed. Legislative
Proposals, Mental Health Reform, 2007 General Assembly summary handed
out. HB 1241-9: Appointment process for members. SB 337: Provides that
county commissioners and their designees may serve terms on the LME
Board. SB 1191: Adds case management to LME functions. SB 1538: Allows
counties to merge MH authorities regardless of population size.
VI. LME Report – Arthur Carder
- Involuntary Outpatient Commitment. Considered discrimination, fosters
stigma. Reflects system failure.
- Canvas. Movie being released during mental illness awareness week.
www.canvasthefilm.com. Presented to and endorsed by NAMI. Family coping
with schizophrenia. Raising awareness.
- Provider Report Card. Tabled.
- LBP. Emailed to CFAC and board members. Also posted on WHN website.
- Dissolution Funds. Must be returned to LME in a lump sum per state
rule. WHN will work with the counties to develop a plan for funds.
- Laurie Tollman – WHN SA Provider Specialist as of 3/16/07.
Meeting with SA providers. Trying to encourage SA providers to move
into Rutherford County.
VII. Committee Reports
- Membership – Donna Tatnall
Interviewed members earlier today. Will discuss current applicants
and continue to recruit.
- Finance – Bill Cook
Break down of CFAC expenses year to date. Report on file in CFAC office.
- Executive – Nancy Baker
Discussed the LBP.
- CQI Committee Report – Howard Graves
Howard attended WHN’s CQI meeting last month. Committee documents
projects for quality improvement and submit to state. Minutes from
meeting will be a part of CFAC records.
Other Discussion:
- Finance Committee to WHN Board. Nancy will no longer be able to attend.
Need CFAC member to be present. Members will alternate.
- Mitchell County Commissioners meeting being published in local paper.
- State CFAC meeting 4/12/07.
