Community Connections

  • Mona Cornwell is now a member of CFAC. A big welcome to Mona.
  • Mona will be running for the State NAMI position.
 

I. Welcome & Roll Call

  • Nancy called the meeting to order.

V. Review of March Minutes

  • Mona Cornwell needs to be moved from the members section to the guest section. She was not a member during the March Meeting.
  • Minutes approved with correction.

VI. LME Updates

  • Vince informed the members that UR (Utilization Review) has now been sent to VO (Value Options) in Raleigh.
  • If VO does UR, it causes a reduction (about 30%) in the Yearly budget. Along with a budget cut, comes a Reduction in Force (RIF). Details are not figured out yet.
 

VII. Guest Speaker Will Callison from New Vistas

  • Will Callison, CEO of New Vistas/ Mt. Laurel, gave a power point presentation on "How NV started, bridges they have crossed and where they are going."
  • Will states that "so far, they have never had trouble with pending SARs" (Service Authorization Request) through VO.
  • Donna speaks of the staff turnover rate at NV. Will agrees and hopes to improve the turnover rate.
  • Will also comments on the unacceptable wait times and assures the group that NV is working to improve the wait times.

  • Will gave a handout of DHS-LME Functions Allocation based upon Cost Model SFY2005-2206.

 

 

VIII. Scheduling CFAC Meetings in Outlying Counties

  • CFAC is looking to moving the June CFAC Meeting to Transylvania or Yancey County.
  • Nancy will work on Yancey County with Nancy Carey.

IX. Legislative Oversight Committee

  • The LOC will be meeting Wednesday, April 12 th. Larry will have more feedback from the Division, Priority areas, money put aside for crisis, DD consumers with CAP slots and CBS Services after Wednesday's meeting.
  • LOC will look at "The Roles of the LME's".
  • The LME has received a $100,000.00 grant for Mobile Crisis.
  • Larry gave a handout - Division of MH/DD/SAS Budget Overview.

X. Raleigh Trip

  • Janet updates the group on prices of bus rentals. A couch bus runs $1,500 per day. She comments on the accessibility of wheelchairs - Busses only provide 2 slots for wheelchairs. Her idea is to let the Group Homes transport those in wheelchairs and CFAC will reimburse the homes for travel (Mileage).
  • Jim Greer will be putting together some training information for all those attending.
  • Eligibility to attend - Must be eligible to be a CFAC member (beside WH staff members that would like to attend).
  • CFAC Executive Committee will settle more details at the next meeting (5/3/06).

XI. CFAC Picnic

  • Nancy and Leslie were hoping to have a CFAC Potluck Picnic. A day of family and fun.
  • June 17 th or the 24 th are the perspective dates as of now.
  • The picnic would be at White Oak Mountain in Polk County (near Leslie's home).
  • Donna and Leslie are going to work together to come up with some plans.

 

XII. Provider Survey Questions

  • WH is putting together a survey of questions that they can ask providers. WH wants to know what the Providers think of WH.
  • CFAC was asked to hand in 5 possible questions. Since the questions needed to be handed in immediately, the Executive Committee put together some questions to hand in. A handout was given of the questions.
  • If you have a question to add to the list, please e-mail your question to Leslie or Nancy by Friday the 7th.

XIII. Spring Conference

  • NC Council Spring Policy Forum will be May 22-23 at New Bern Riverfront Convention Center in New Bern, NC.
  • If anyone would like more information, please email Heidi.

 

 

XIV. Committee Reports

  • EXECUTIVE - Nancy handed out a letter regarding MOE Funds.
  • MEMBERSHIP - Donna will be the new chair of the Membership Committee (Nancy will step down). Tonight's guest - Kelly Boone, Andy Gibson and Pam McGrew.
  • NOMINATING - Nancy and Leslie will remain Co-Chairs of CFAC. Janet Price-Ferrell will become Asst. Chair in June 2006 and a new Parliamentarian will then be chosen.
  • FINANCE/BUDGET - This years budget is still in good shape but next years (FY06-07) budget will take a cut - $2,600 +.
  • BY-LAWS - CFAC still needs to vote on "Honorary Memberships" amendment. The amendment will be voted on next meeting. Donna would like to go over some of the wording on the amendment.

XV. Policies/Procedures Updates

  • Reimbursement Policy - Approved with corrections. Change child care to Dependent Care.
  • Request for funds - This form is to keep track of funds and which area (MH/DD/SA) the funds are being spent.

  • Please read Bill Cook's request regarding Detox Centers of Western North Carolina.

XVII. CFAC Member Recruitment Update

  • Beverly continues to make flyers recruiting CFAC members.
  • Janet will give some flyers to a friend to distribute in the area.

  • The meeting was adjourned at 8:04pm.
  • The next meeting will be 5/15/06.

  1. Are you aware of the existence of CFAC?
  2. Do you have a clear understanding of the CFAC mission and role?
  3. Do you and your consumers know how to communicate with CFAC?
  4. Is there a clear consumer compliant and response process with the LME?
  5. Do you know when and where CFAC meets?
  6. Do you know who represents your county on CFAC?
  7. Do you know that CFAC meetings are open to the public and that there is a public comment period?
