MINUTES OF CFAC MEETING
May 7, 2007

I. Approval of Agenda (Any additions/changes by Committee Members)
Moved Tom Brittain’s presentation to the top of the agenda, Bill added an issue raised by WHN staff, otherwise approved.


II. Presentation on the Mountain Council on Alcohol & Drug Dependence (MCADD) - Tom Brittain

a. PowerPoint presentation. Handouts included with member packets.
b. MH Reform and its effect on SA consumers.
c. Role/ mission of MCADD.
d. Trends of outpatient/ inpatient services. Lack of a continuum in SA services.
e. Societal cost of addiction. 68% drop in treatment providers (in WNC).
f. MCADD has regular SA provider meetings every other month (opposite WHN’s SA provider meetings).
g. Invitation to join various MCADD meetings. (Listed in handout)
h. Communication of recommendations/ data to WHN committees (ELT &/or Best Practices). Laurie Tollman (WHN SA specialist) regularly attends MCADD meetings.
i. CFAC request that MCADD keep in mind that CFAC is currently recruiting for members.
j. Arthur request concise data on SA consumers/ providers, etc.


III. Review of Minutes of April Meeting

a. Minutes Approved.

IV. LOC Report – Larry Thompson

a. Review of Legislative Proposals, MH Reform, 2007 General Assembly.
b. Funding allocations, fee scales. CFAC training budget cut.
c. Larry will send LOC updates to Melissa who will distribute to all CFAC members.
d. Visit www.ncleg.net for updates.


V. LME Report – Arthur Carder

a. Information about $$ Transfers from Child Mental Health & Substance Abuse to Adult Mental Health. Reasons for transferring funds from one pot to another. Federal dollars vs state dollars. Stigma around diagnosing consumers as child SA. MH is an “easier” diagnosis; SA monies are not capitalized as much as MH monies. Shortage of SA providers (particularly child SA) is also an issue.
b. Some providers still not able to bill for services, LME can’t draw down dollars if providers do not bill properly.
c. CFAC Executive Committee will follow up on recommendations to LOC with WHN staff at next Executive Committee meeting (5/16/07 @ 10:00).
d. Quest for Wellness Conference in August. Web address: www.gmhcn.org. Would like to send MH consumers.


VI. LME Staff Concern – Bill Cook

a. WHN Broughton Hospital Adult Care Coordinator raised issue of hospital discharges to jails not receiving continuing medication, resulting in revolving door at Broughton. Advocate for better meds.


VII. Handouts for various community events - Leslie Huntley

a. Reform the Reform March next week. Info passed out.


VIII. LME Concerns

a. County employees on WHN board. Should CFAC develop a statement of concern?


IX. Committee Reports


Membership – Donna Tatnall
a. Recommending 2 new members. One other applicant will be invited for a second interview.
b. Members voted on, both approved. Both from Buncombe. Donna will notify new members ASAP. Need child advocates will discuss at Executive Committee meeting.
Finance – Bill Cook
c. Discussed CFAC travel expenses.
Nominating – Rosemary Weaver
d. Last meet in March. Need people in place by July 1. Need to fill the following positions; 2 co-chairs, an assistant chair, treasurer, and parliamentarian. Donna willing to extend co-chair role, but not wanting to take a permanent position. Janet may do parliamentarian, need to contact her, not currently CFAC member. Bob agreed to be assistant chair. Bill will continue as treasurer.
e. “Job descriptions” for members written in by-laws. Donna is willing to take another position.
f. Committee will meet to discuss potential roles of members.
CQI Committee Report – Howard Graves
g. WHN staff discussed projects they were working on. Melissa will be including the CQI agenda in CFAC packets.


X. Other Discussion: Cross disability training for CFAC members. Need to be able to determine when such trainings are occurring in the community and CFAC member(s) sign up for trainings that are outside their current area of expertise.
