MINUTES OF CFAC MEETING

IV. Hospital Diversion Project – Don Herring

Crisis Center – January 1, 2008

WHN has the highest utilization at Broughton State Hospital (BSH). WH has added a Care Coordinator to deal with intakes at BSH and another Care Coordinator to deal with all local Hospital ER’S.

Wet shelter – Shelter for homeless, intoxicated individuals. (Most homeless shelters do not allow intoxicated individuals to stay.)

Questions and Answers

  • What about the providers picking up clients to bring them home? How are the providers protected against unsafe clients? Unstable/unsafe clients will be admitted and not let go.
  • What is the capacity of the unit in Asheville and who will have access to use the facility? The unit will have 16 beds available to high end clients from any county. Clients will then be sent to treatment (if needed) as they become stabilized.
  • Will this be worked in with jail diversions? Yes, it will be.
  • How does WHN plan to drop 40% usage of BSH? And does WHN feel that a 40% drop is an obtainable number? Most of the clients are mis-diagnosed and sent to BSH when only out-patient treatment is really needed.
  • How can WH guarantee that the providers (MHA, RHA,) won’t drop out in the middle of this plan? There is no guarantee the provider won’t so WH will just continue to encourage and support the project and the providers included.
  • Why was CFAC not included in the decision process and how will WH correct this issue? The project came about quickly and short turn around time. An email had gone out to briefly discuss the project but did not ask for input. Maybe for future situations, items can be posted on the CFAC Yahoo website?
  • How does Mitchell and Yancey County fit into this project? Buncombe County had the most admissions to BSH and that is why Buncombe was chosen. If the project goes well, it will expand to other counties.

VI. LME Report - Arthur Carder

  • A few providers will not be getting endorsed/certified – One is Cleveland Family Services.
  • Pardee Crisis Detox Clinic was going to close – WH Board decided to help support the program for another year. (The LME is using reserve dollars not MOE money.) A Contract has not yet been signed but is being discussed with Pardee right now. Two concerns: Pardee serving indigent care consumers and/or discriminating against race, creed, etc…
  • MH Trust Funds (Handout) – Tied to Hospital care. How to keep people out of the hospitals. This will support other projects throughout the community. This information will go before the WH Board at the next meeting (12/7/07).
  • Mobile Crisis in Polk and Rutherford Counties – Parkway Behavioral Health was supposed to provide Mobile Crisis in all counties but they no longer do so. (The Service Definitions describe what Mobile Crisis should look like).
  • WHN Budget – 3.5 million reduction in budget from the state. 1.6 million dollar error found and brought forward to the state. WH is waiting for a response from Raleigh.
  • Mercer Consulting Group – State has hired them to check out all the different LME’s and rank each one. Mercer Consulting is then to give recommendations, ideas and/or suggestions. WH has sent Mercer the information they have requested and are waiting to set up an onsite visit from Mercer.
  • Annual Board meeting went well.

IX. Committee Reports

  1. Membership – Donna Tatnall
    Handout. Donna Tatnall has drafted a letter to send out to providers to recruit for CFAC members. The letters will be personalized by each counties representative and emailed to the member on CFAC letterhead along with a list of providers per county to send the letters to. Howard suggested that the letter then be posted on the Western Highlands website until members are added. Heidi will look into getting the letter posted. WH is looking into other LME CFAC models and ideas. Foothills LME - each county has a small CFAC council and as the counties get together in a meeting, they become the CFAC Committee (Your main CFAC).

  3. Executive – Leslie Huntley/Donna Tatnall
    By-Laws Report

    Handout – Draft copy of By-laws. Review the draft copy of By-laws, make corrections and/or write down questions/concerns and bring them to the January 2008 meeting. Members – Please read the draft “Relational Agreement” before the next meeting. Stipends for miscellaneous expenses policy - Jim Greer will work with Leslie, Rosemary and Ron.
  4. CQI Committee Report – Howard Graves
    Handout – CQI minutes. Howard discussed the provider survey on the Western Highlands website.

X. Other

  • Handout – Statewide “Town Hall” Meetings for money follows the person.
  • New employee in the Provider Consumer Relations department. Andrea Morris will be working as a “Community Relations Specialist”.
