Welcome & Introductions

Everyone present introduced themselves and what county and/or community connection, if applicable, they represented.

 

Approval of Agenda

Approved with corrections.  Removed Action Plan/Critical Issues and remove Charles Vines (Mitchell County Manager) who was unable to attend the meeting.         

 

Approval of February 21 & 23 Minutes

February 21 and February 23 minutes both approved. 

 

Action Plan / Critical Issues

Item has been removed from this agenda as it was just reviewed and updated at the CFAC Executive Committee meeting 3/18/09.  

 

WHN Board Report vs. Monthly Update Report      (Bob Carey)

A draft version was produced and presented to CFAC members for comments and suggestions.  Rosemary suggested adding dates when items are brought to the WHN Board.

Please email Bob Carey if you have any more suggestions.  Bob will work on current suggestions and re-present the report to CFAC. 

WHN Update / Results of Single Stream Funding and Information Flow        (Arthur Carder)

Handouts were presented of the proposed Budget for Fiscal Year 2009.  Blue copies are proposed budget to be considered for adoption on December 5, 2008 and white copies was the budget considered for adoption on April 3, 2009.  White copies have already been approved by the WHN Board but Blue copies will be brought to the WHN Board at the next board meeting (4/3/09).  Arthur also talked about reductions in budget and how WHN is planning to make up some losses.  All positions are currently being frozen, all meals are no longer provided for community or WHN related committees and travel / trainings/ conferences are being suspended unless necessary. 

 

On-going / New Business

Voices Training:  Heidi talked about how the equipment will be used currently in the Crisis Response Trainings and asks how CFAC would like to use the training equipment.  FYI:  Voices Training is also used during CIT Trainings for law enforcement officers but is not funded by WHN. 

Meeting Meals:  Options include:  Changing meeting times or everyone bringing their own meal.  Howard motioned that everyone bring their own dinner and Rosemary second the motion.  All agreed.  Members are free to show up at 5:30pm with their own meal but the official meeting will not start until 6:00pm.    

Rosemary and Christine will run a committee about suggestions and ideas on using the voices training equipment.  They will also work with Heidi and coordinate with Dick Graham and Courtney McDuffie around training uses. 

Committee Reports

Executive: Bill updated the group on information being brought to the State CFAC level.  CFAC suggested having Sharon Lentz come to the next CFAC meeting regarding the WHN Budget. 

Finance/Budget:  Rosemary was given the current budget through February.  The purchase of the Alcohol Screening Kits purchased by CFAC for Warren Wilson and Isothermal Colleges will be present on next months budget report.

CQI/QIAC:  Draft minutes from the last meeting (2/6/09) were handed out.         

Arthur will find out if Sharon will be able to attend. 

New Members

Candi Ann Davis has requested to join CFAC and responded to why she would like to join.  Bob motioned Candi become a member and Howard second the motion and the group were all in favor.  Candi is now a member of CFAC.  A huge welcome to Candi from Mitchell County. 

Many more application were handed in and will be reviewed by current CFAC members

Saturday Meeting

Another Saturday meeting was suggested and scheduled for Saturday, April 25th at 10:00am at Western Alliance in Asheville.  The meeting will run until 12:00pm.
