Welcome & Introductions

Everyone introduced themselves and the county they represent.

 

Approval of Agenda

Tracey motioned we approve the agenda as written and Bob second the motion and the group agreed.  Agenda is approved as written.

 

Approval of November 23, 2009 Minutes

Bob motioned we approve the minutes as written and Tracey second the motion.   The group agreed and minutes are approved as written.

Heidi will post approved minutes to the WHN Website.

Patton Counseling Proposal

The proposal was emailed out on Friday, January 15th for CFAC review.  Patton Counseling is asking WHN for $200,000.00 in advance from projected IPRS earnings.  Donald briefly discussed retro IPRS funding and how providers are reimbursed for IPRS services. 

Ashley stated how Patton has expanded into Madison County to pick up for the loss of Alpha Omega.  Patton helped support Alpha Omega by providing Cell phone services to case managers, copying of medical records and hiring some of the AO staff starting in October.  The building that was offered rent free to Patton was found to be a health hazard and so Patton has had to move to another building for the time being.  These were expenses that Patton did not plan on when they quickly responded to the need in Madison County for a new provider to pick up the dropped consumers. 

For the time being, starting in November 2009, WHN has suspended collecting payments of past debt from Patton Counseling. 

WHN CFO reviewed and suggested that Patton does not have the revenue to secure the loan being requested.  This is according to current data and not taking into account that Patton will be getting more money from retro IPRS consumers that were serviced.

Ashley suggested that the money will be used to hire more staff, AWD vehicles (3) due to the area terrain, and expansion of services. 

Bob opens with a concern.  Is Patton going to go out of business like New Vistas and Alpha Omega?  Bob suggests that CFAC express the concern of “Why do these providers continue to go out of business?”  What is the real issue here? 

Based on current information Bob motions that CFAC support the WHN Board Finance Committee recommendation proposal as a minimum as financial support to Patton Counseling.  Rosemary seconds the motion.  The group is all in favor.  (James Lane was excluded from this motion due to his employment with Patton Counseling).   

 

CABHA Presentation and Discussion

Donald gave out a handout on CABHA.  Donald spoke about the formation of CABHA’s.  The different Provider Agencies have strict requirements to follow.  The agency is required to:

·   Be accredited

·   Be fully staffed to include:  Medical Director, a Clinical Director that will be administrative and available for problematic situations, QM director and a Training Management Director.  Many agencies already have these positions but the problem is that some of these positions are not billable positions. 

·   Provide Medication Management services all the way up to at least 2 enhanced services (Day Treatment, Intensive In-Home and/or Community Support Team).

·   Complete quality consumer assessments. 

 

The group discussed their concerns about the smaller providers being able to survive and how the larger providers are going to be able to follow all the requirements.  Concerns are about who will be assuring providers are following the requirements.  The LME’s and the Division will be monitoring CABHA’s.  Forming CABHA’s will narrow down the amount of providers needing supervision. 

230 providers have applied to become CABHA’s.
