NAMI Walk - May 1st at Carrier Park in Asheville, 10am – 1pm.

Cathy Kocian has handed out some information regarding:  PBH CFAC invite and also information on 1915 b/c Waiver Pilot Project Fact Sheet.

Welcome & Introductions

Jerry Rice handed out a DVD and copies of an agenda for NC Institute of Medicine Task Force.

Families Together Proposal

Dan Zorn provided a handout on the proposal.  Previously borrowed 400,000+ from WHN.  Families Together has paid back about half of that money.  FTI is now suggesting that as a copy, FTI would recruit, train and support therapeutic foster homes (15 to 30 day stays)

Where will FTI get their referrals?  DJJ, WHN, Private Consumers, and DSS.

The current definition is for Therapeutic Foster Care but the services will be paid for a new definition of Therapeutic Family Services.  This change will come about the same time FTI plans to start these services.  Families that decide to provide the foster care will be trained through an entire program (MAP, etc…).

Bob motions that CFAC support the FTI proposal and Rosemary seconds the motion and all present members (10) agreed.   828-776-0551 if you have any more questions regarding this proposal.

Approval of Agenda

Bob motions that the agenda be approved with the addition of the discussion of Mental Health First Aid Training.  Tracey seconds the motion and all agree.

Approval of January 25th           Minutes

Joe motions the minutes be approved and Tracey seconds the motion and all agreed.  Minutes approved as written.

Heidi will post minutes to the WHN Website.

Announcements

Business cards are being handed out.  Heidi is still waiting to hear from a few people regarding their preference of email and/or phone number.

Voting on New Members

Bob motions that Joe Sentelle be accepted as a new CFAC member to cover Henderson County.  Tracey seconds the motion and all agreed.  Joe Sentelle is now a CFAC member covering Henderson County.

Heidi will get the needed information from Joe.

CFAC Orientation Feedback

The members that attended thought it was a good presentation and also felt like they learned some new information.  Suggestions were to provide specific examples relating to some situations.  This could be done verbally during the training or maybe by adding a slide of CFAC accomplishments.  A footnote placed at the bottom of each slide of examples was suggested.  Joe brought up the idea of changing the orientation to another method since Power Point is now thought to be not a very positive way of teaching.  Bill asked Joe for other suggestions or ideas.

WHN Updates

Board Executive Meeting:  The WHN Board Executive Committee will be meeting with Smoky Mt. LME Board Executive Committee here at WHN on Thursday, February 25 at 12:00pm in the WHN Board room 315.  This is a meeting of relations with a local LME.

Medicaid Waiver Update:  Information regarding this waiver has been handed out.  The item will be emailed out to the group.  WHN would like to apply for this Medicaid Waiver.  This waiver will allow WHN to write our own definitions according to WHN Consumer needs and WHN county needs.   This waiver will be reviewed by the WHN board at the March 19th meeting.  WHN is asking CFAC for a letter of support to the WHN Board and will need this letter before the 3/16/10 Board meeting.  Rosemary suggests hosting a special meeting to discuss the Medicaid Waiver and CFAC thoughts behind the waiver.  Howard seconds the motion.  All members are in favor of having a special meeting.  CFAC will meet regarding the Medicaid Waiver on Wednesday, March 3rd at 5:30pm at WHN.

Heidi will send out a reminder of the 3/3/2010 Special CFAC Meeting.

WHN Board Membership/Term Issue Update:  Letter was given to the board at the 2/19/10.

MHFA:  Joe motions CFAC pay for the first two CFAC members that request assistance to attend the training (cost would be $50.00).  All of CFAC agreed.  Any CFAC member that would like to and be able to attend this training but cannot cover the $25.00 cost, needs to let Heidi know.  CFAC also has asked Cathy Kocian to ask her other CFAC thoughts on a CFAC MHFA Training.
