Kristie motions to approve agenda and Tracey seconds the motion and all agreed.  Agenda approved as written.

Approval of May Minutes

Rosemary suggested adding Person Centered Conference under the PBH section of the minutes.  Tracey motioned that we approve the minutes with the suggested change, Howard second the motion and the group agreed.

Heidi will make the suggested correction and post the minutes to the WHN website.

Announcements

Heidi Pedersen announced that she will be leaving WHN.

WHN Update

Arthur spoke about some issue with the budget that are still not finalized and state will be voting on the issue tonight.  State is still working on whether or not NC will allow another site to run as a Medicaid Waiver Site.  Arthur talked about staff positions that are missing/leaving from WHN and ways that it is affecting the WHN budget.  There have been some issues with the Three Way Contract and the funding guidelines.

Listening Heart Crisis Center Discussion

Bob asks how the WHN staff currently feels about the request for funding.  Arthur explains that a Crisis Line is not a billable service and so for WHN to support the request would be difficult.  WHN would also like to see the agency be running for more than a year before to be able to see past history.  Rosemary motions that CFAC table the vote on the current item/issue until the July 26th CFAC Meeting.  Bob seconds the motion and all agreed.

Heidi will add the item to the July 26th agenda.  Heidi will also notify Leslie, James Lane, Ruth Anne and Joe Crowder that the item has been tabled until 7/26/10.  Heidi will make sure these members receive the needed information.

Action/ Crisis Items

Hospital Diversion:   Bob says that WHN has stayed out of the number one slot and again numbers continue to drop.

WHN Board Meeting Time and Place:  Bob motions that CFAC recommend to the WHN Board that the WHN Board hold at least two meetings a year at night and somewhere within the eight county region besides at WHN.  Nancy seconds the motion and all agreed.

Committee Reports

Executive:  Bill talked about breaking down CFAC into smaller committees that can be more disability area focused.  Arthur talked about MIAC (Mental Illness Advisory Committee) and maybe a CFAC member attending that meeting to bring information back to the CFAC.

Finance:  Updated reports have been given to Rosemary.

QIAC/CQI:  Discussed REC (Recovery Education Centers) and effects of the Medicaid Waiver.

Membership:  Membership committee worked on new process for any new members.  Committee is also working on a better brochure giving more information about CFAC.  Membership committee will be meeting again the beginning of July.

Peer Support:  August 27th is another Peer Support Training Graduation Ceremony and CFAC is being asked to support this graduation with funding of $250.00.  All members agreed to support this funding.  This is a great recruiting event for CFAC.  The Peer Employment Training starts on August 17th.

Heidi will add to the action plan:  Breaking CFAC into smaller groups of area of disabilities.

On-Going/New Business

Person Centered Language:  Handouts.  Please see Rosemary if you would like more information.

WHN Board Meeting Report:  The July WHN Board meeting has been cancelled and CFAC will be meeting before the next WHN Board meeting.
