Community Connections

Three members who attended the Recovery Conference reported that the conference was well worth their time to go. Other county reports were provided.  CIT trainings are going well. New CIT trainings are to be provided in Transylvania County during the second week of November. Officers and Deputies from Transylvania, Henderson and Polk counties are anticipated as trainees. Mr. Munger offered clarifying information that the ability for community members to “audit”  CIT training was based on individual law enforcement agency’s preference.

Cathy Kocain (Consumer Empowerment Team) passed out DD/CAP booklets about a pilot Supports Waiver project – a self-direction project.  The DD/CAP workers also received them this month.

This is where local issues should be sent to be addressed by a state CFAC.  Our new supervisor, Suzanne Thompson, has asked all of the Consumer Empowerment Team Members to log local CFACs recommendations to the Board.

September minutes approved with following corrections:

·         Carolyn Burton was listed as present and absent – she was present.

·         Cathy Davis not absent, no longer a member.

·         Typo - Announcements “projected” should be “project”

Kelley will make changes and post on website. Need to post August minutes. They were approved.

Announcements & New Initiatives

State CFAC report (Rosemary Weaver) – Next meeting Nov 11. Two CABHAs will be coming to report on how they can continue to be profitable as a CABHA.

There was no survey for 2009.  The new chair of that task team will be working on getting the next CFAC survey ready.

 

CFAC Report Team

Invite Consumers from the Waiver Leadership Team to the November CFAC meeting. Bill read note from Suzanne Thompson (new Team Leader in Advocacy and Customer Service, for the Consumer Empowerment Team – Cathy Kocian’s surpervisor). Sent a follow-up email suggesting that a staff person from DMH/DD/SAS and DMA attend your November CFAC meeting to answer any questions you have about the Waiver Implementation at WHN.

Need to decide what our involvement looks like in the Waiver initiative.   Motion made, seconded and passed that the Raleigh waiver team presentation will occur at the November meeting. After that time we may plan a local CFAC retreat to discuss what our participation looks like with WHN.

Members discussed that maybe we could mirror the waiver as it has happened with the PBH CFAC. Question was asked how the waiver might impact substance abuse services in terms of more timely ADATC admissions. The window of 30 days wait prior to admission is too long – it needs to be closed.  Other Waiver discussion included:

  • Need WHN staff update about the waiver at each meeting.   Make this an ongoing agenda item.
  • Maybe schedule a local retreat to craft CFAC Waiver support plan.
  • What’s going to be CFAC’s involvement? How will members manage potential increased time requests as the waiver develops over time?
  • What can we do to close the window of ADATC now? Not sure waiver will have a great impact on ADATC since many folks with addictions are not covered under Medicaid. ADATC is a western regional,  state-funded program. Wait times are subject to demand for services from the larger region ADATC services, WHN will explore wait times with Care Management staff.

Concern was mentioned about getting the WHN Board’s involved to support waiver initiatives. CFAC members were encouraged to talk to county managers and representatives to support this initiative.       

Bill will invite Suzanne Thompson to participate in our local November meeting.

WHN Update

Dick provided the WHN update as Arthur was in Winston-Salem

  • Nancy and Bill are representatives on our Waiver Implementation team.  The state holds Waiver sites including WHN responsible for having CFAC involved. Bill and Nancy’s participation with the WHN staff waiver implementation meetings is the beginning of what will become increased involvement for consumers and family members in our Behavioral Health Managed Care Organization.
  • WHN had a recent teleconference with Mercer, DMH and DMA staff monitoring and assisting with the implementation. They shared their readiness criteria. 2-3 required readiness reviews are required to make sure WHN is ready. We were encouraged to have their full support as partners to help in the implementation process.
  • Implementation date: Two primary barriers need to be resolved in order to set a revised date for Waiver Implementation. Initial date of July 1 will likely be delayed if the new CAP-DEVELOPMENTAL DISABLITIES Utilization Management contract is awarded to WHN.  That decision is scheduled to be made and published on November 2nd.  Other state-wide concerns surround Hospitals and their funding to serve indigent folks.  Many people thought this funding issue had been resolved but North Carolina Hospitals Association has not agreed. Arthur and the two other CEOs from Waiver sites have been meeting with the Hospitals and their Association to achieve a workable solution. Parties are working together to achieve agreement that is hoped for on October 29. This is a barrier to Waiver implementation for the entire State. Until it is resolved the timing of our own implementation will be delayed.
  • WHN need reservation information from Pinehurst attendees by Tuesday morning.

 

Action/ Crisis Items

Discussed current New Member Orientation. Opened for feedback from membership on what is needed in a CFAC Notebook.   

 

WHN Board Meeting Report

Bill will prepare the report to the Board in Bob’s absence. Email anything you want to include in the report to Bill and he’ll put it in the report.

November 22nd – Plan to break into small group (disability area) again at 5:00.
