Community Connections |
Several highlights: Rutherford county received a grant for Substance Abuse Services. Several counties reported pride in their CIT training efforts. Nami/WHN initiative w/ Buncombe county to develop CIT (non-certified) online training - geared to different audience. Goal to reach small, rural counties - not to replace live CIT training.

Welcome & Introductions |
Bill Cook led welcome and introductions. Rich Munger fielded several questions regarding proposed Online CIT Training. Still under development with mix of online hours, and in-person training. Targets a different audience from regular, certified CIT: EMS, fire & rescue, magistrate, non-sworn law enforcement. Initial draft anticipated in a year. 2 year goal for full rollout. |

Add New item: Update relational agreement with the board. Need to form a committee. Janet Price-Farrell has been nominated as an honorary CFAC member. She’s been a big help in the past. She has agreed to help. Committee is open to anybody who wants to help. Because Medicaid Waiver will impact the updates, timeline to look at updates over several months. Statutes are in your CFAC book. Committee Volunteers: Bill Cook, Nancy Baker, Rosemary weaver, Janet Price-Farrell, Bob Carey, Kristie Sluder. |

Medicaid Waiver Update (WHN Dick Graham) |
Expecting 2 other waiver sites to be on an upcoming phone call to share ideas/ solutions to common themes, to avoid duplication, and increase consistency in policy among the LMEs. Medicaid Information Sessions – rollout was initially slated for 1/month. Commissioners of the various wards wanted to have strong public input so WHN moved up info sessions for Rutherford, Polk and Henderson counties to January. Members were given updated handout w/ session dates. Rescheduled dates were put in the 3 counties’ local paper. . Based on weather reports, alternate snow dates were arranged, just in case, for Rutherford (1/31/11) & Polk (2/3/11). |

CFAC Waiver Support Plan Work Groups |
CFAC participation on Waiver Workgroups (Handout). Information is on WHN website – click on the big red “Medicaid Waiver” block to go to Waiver web page. CFAC members welcome to attend any of these committee meetings. Many workgroups will require CFAC representation. Nancy & Bill currently attend a meeting every Tuesday. Need more participation as the workgroups form. Requires commitment – CFAC needs representation. If you can’t participate regularly, you can select a backup consumer or family member from your community as your backup. If you volunteer for a committee, it’s still good to have a back up. Some workgroups will start soon, others maybe not until July. Once info is available, Nancy will send out list of teams and their objectives, when these workgroups will start (some may not be until July) and when they will meet.
Motion was made/seconded/approved to ask the Board to earmark $2500 from their fund balance to fund CFAC members traveling to Asheville for meetings.
Current stipend limit is 2 meetings per month.. Need to clarify any changes with increased waiver workgroup participation. Also, maybe ask WHN to consider alternate forms of meeting (teleconferencing, Skype).
Dick Graham: WHN is serious about getting CFAC involvement. All workgroups are open to CFAC. I f interested, let the team chair know. Answered question about issue of getting info from PBH – it’s been resolved, was an issue with intellectual Property Rights. Advocates for CFAC involvement on workgroups are needed during the process, not at the end.

Currently CFAC is out of compliance with their Bylaws, so we’re forming a nominating committee. Leslie, as former chair, to act as the chair. Tracey Turner and Ruth Ann Bradshaw agreed to serve. |

State CFAC Telephone Conference 1/19/11 (B. Carey) |
Bob Carey reporting on Jan 19th 1 hour teleconference w/ State CFAC committee. Focus was coming up with hot topics from local CFACS. Since Dec meeting was cancelled, we missed the deadline for submitting hot topics that will form the basis for monthly conference calls throughout the year. The following topics were listed, but not really discussed: 1) Medicaid Waiver Implementation; 2) CABHAS; Cathy Kocian provided call-in number on handout. |

Report from State CFAC Rep/Chair (R. Weaver) |
May no long have LOC (Legislative Oversight Committee). Uncertainty due to new legislatures coming into office and upcoming budget cuts. Not much info from waiver team since implementation moved to 2012 for WHN and Mecklenburg. CFAC survey – last one was 1 ½ year ago. State task team asks all local CFACS to send in top 3 initiatives to help simplify/shorten the survey. Each WHN CFAC member should submit top 3 concerns in order of priority.
Western Regional CFAC Meeting - Cathy Kocian (Handout on Pathways CFAC/LME meeting in Gastonia). Western Regional CFAC meeting is asking for 10 top things you want regional group to know. Suggested using top 3 issues to make up the list for this meeting. Saturday, March 26, is next NAMI meeting. Pathways is providing lunch. Steve Jordan, new division director, is willing to visit each region each quarter. |

Bill Cook presented the topics addressed. Discussed impact of Value Options’ presentation which caused distrust of waiver, especially in counties that haven’t voted on the Waiver. CFAC member requested access to Arthur’s response to the Ten Points. |

Training of providers and CFAC. James Lane is interested in attending. He may be able to go with his employers which would free up a slot for someone else. Need 2 members per CFAC. Two meetings are available. Nancy Baker is interested in Wed Feb 2nd Gastonia meeting (9:30-4:00). Joe is interested in attending Morganton, Feb 3rd. |
