Medicaid Waiver Update (Dick Graham) |
Letter from Mike Watson, end of 1st paragraph. August 10 is WHN 1-day readiness review by Mercer. Mid July (~3-4 weeks before review) WHN needs to send Mercer the materials WHN is going to use for the review. That’s why waiting for Board meeting vote is critical. WHN needs to send waiver materials to Mercer by mid-July. These materials included in the contract have to match PBH for the review. During training 1st week of May, WHN leadership did not get to see any materials not signed off on. For WHN staff, the timeline has been shrinking. It will be impossible to match PBH for Mercer review unless we get the PBH materials. |

Medicaid Waiver – Non Disclosure Agreement |
Workgroup crafted a letter to take to the Board on 6/24/11 to send clear message of CFAC’s statement regarding signing the Non Disclosure Statement. Letter crafted as follows: CFAC has reviewed the letter from Mike Watson to Arthur Carder dated 6/14/11. CFAC is extremely concerned about the situation with the waiver. We understand, per this letter, that waiver implementation for WHN has been suspended. CFAC strongly recommends that the letter of agreement between WHN and PBH be signed and executed immediately, to signal WHN’s willingness to restart the waiver implementation process with the Department of Health and Human Services.
Motion made and seconded to send letter as crafted. The letter will go out tomorrow to county managers/county commissioner chairs. Discussed sending separate letter to the Board asking them not to send out letter to other LMEs that signed the document. Concern voiced about CFAC being personally liable for documents being used outside of agreement. Bob’s position is the public’s rights to public materials will continue. |

Subcommittee provided handout with proposed changes highlighted in yellow. Change needed on p.2, #1 under joint responsibilities. Currently WHN is out of compliance – it expired last year. WHN Executive & CFAC Executive is supposed to have quarterly planning meeting. Revise with this addition. Motion made (Joe) and seconded (Howard) to accept with revision about joint Executive meeting and with minor correction mentioned. Not part of Relational Agreement, but 2 points CFAC needs to work on with WHN staff (Arthur/Donald): |
