As promised, here are more answers to frequently asked questions.
How do I handle NC-TOPPS for consumers treated by New Vistas-Mountain
Laurel?
If you are a former NVML clinician working in a different venue and
entering NCTOPPs:
contact Kathryn Long (kathyrn_long@ncsu.edu or
919-515-1310) regarding:
a) reassigning your id to new provider in NCTOPPs system and
b) identifying
what clients you have entered that belong in your new agency.
If you are a new clinician attempting to enter initials for consumers
who were once NVML consumers:
If NVML did not discharge/ transfer these
clients prior to closing, you will not be able to enter an initial.
Contact
Kathryn Long (kathyrn_long@ncsu.edu or 919-515-1310) with a list of LME
Client record numbers you cannot enter initials for, let her know your
id and agency provider number in NCTOPPs so she can transfer these records
to you.
As discussed in the training on February 22, if the former NVML client
was never entered into the NCTOPPs system, you should be able to begin
your entry with an initial as long as you have a valid ID, password for
NCTOPPs.
Be sure you are entering clients into NCTOPPs using
the LME client ID number. Donald Reuss is working
to address any issues around getting these numbers in time to complete
initial NCTOPPs. Let him know if you are continuing to have problems
with getting LME IDs in time to do your initial. You can contact him
at 828-225-2800.
If you don't have a password login to do NCTOPPs but
have been through the training:
Go to website https://nctopps.ncdmh.net and select New Clinician...from left of screen. The LME facility number,
RU, Attending Provider numbers, are included in your training materials.
REMEMBER: Do this first, then contact Kathryn Long if you wish to have
SUPERUSER status.
Can Assertive Community Treatment be combined with any other
outpatient services?
No, Assertive Community Treatment Team
(ACTT) services are a stand-alone bundled group of services that can
only be delivered by one ACTT provider at a time. These are highly
specialized teams that have built in capability to provide linkage,
monitoring, medication, skill development, and therapy to their consumers.
The only exception is that a consumer may also receive Opioid
treatment
while receiving ACTT.
What is the latest news about child residential services and
the endorsement process?
Child Residential providers (less
than 4 beds) that received a temporary endorsement through 2/28 may
receive Full Endorsement or Conditional Endorsement. The Conditional
Endorsement would extend only through 6/30/07. The four month extension
(for a total of 6 months) mirrors the current policy and provides the
opportunity for the provider to be fully endorsed (reach
Full Endorsement status). If, during the remaining four months, it is apparent that
the provider will not be successful (meet all of the requirements for
full endorsement), the LME will have sufficient time to plan a transition
for a child to a new residence and/or educational setting. It has been
suggested that this determination be made by 5/15. In any case, endorsed
providers must be successful at obtaining licensure and must enroll
to directly bill Medicaid on or before 5/1.
The Divisions of Facility Services and Medical Assistance are working
on licensure and enrollment applications for these Child Residential
Providers. Since it is not possible for many of these providers to directly
enroll with Medicaid, the LMEs need to continue to bill for these providers
until they are directly enrolled or 5/1/07, which ever comes first.
When do I need to start using the new STR forms?
The
new STR form and Description of Clinical Issues form are now on the Western
Highlands website.
These forms became effective on January 25, 2007.
What are the latest timelines for submission of IPRS claims?
IPRS
claims submitted with dates of service July 1, 2006
through April 30, 2007 must be received by Western Highlands Network, no
later than close of business (5:00 p.m.) Friday, June 1, 2007.
A claim submitted after
5:00 p.m., June 1, 2007 is subject to timely filing limit denial.
IPRS claims submitted with dates of service May
1, 2007 through June 30, 2007 must be received by Western Highlands Network, no
later than close of business (5:00 p.m.) Friday, October 5, 2007.
A claim submitted
after 5:00 p.m., October 5, 2007 is subject to timely filing limit denial.
